Times is reporting that, according to a recently released memo, the Secure Communities program will become mandatory by 2013. &nbsp;</span><span style="font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 20px; text-align: left; ">Initially it was thought that states and local communities to decline to participate in the program. &nbsp;However, in the recently released memo, a</span><span style="font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 20px; text-align: left; ">&nbsp;legal advisor to Immigration and Customs Enforcement (ICE) said that the program essentially becomes mandatory in 2013.</span></p>
<p><span style="font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 20px; text-align: left; ">The Secure Communities program was designed to focus immigration enforcement efforts on serious convicted criminals. &nbsp;However, the net cast by this program is catching more than criminals, or who were low-level offenders. </span></p>

			<content:encoded><![CDATA[<p><span style="color: rgb(0, 0, 0); font-family: Georgia, 'Times New Roman', Times, serif; font-size: 15px; text-align: left; ">The Los Angeles Times newspaper is reporting that President Obama recently proposed a new rule that would allow certain illegal immigrants with US citizen spouses or parents to remain in the US while applying for hardship waivers. These waivers are sometimes necessary before many can submit green card applications. &nbsp;These waivers are necessary to prevent illegal immigrants from being subject to the 3 or 10 year bar. &nbsp;Currently, one has to wait in the country of citizenship while the hardship waivers are being decided, which can take months or years. Many illegal immigrants do not apply for this waiver because they know it means extended time abroad while waiting for the waiver to be decided. &nbsp;The Times is reporting that this rule could help up to 100,000 people.</span></p>
